It is a Plague mask, like the masks worn by Plague Doctors during the 14th century in Europe during The Black Death (or Bubonic Plague).

like at first when i saw 'Little Monsters', Gaga was the first thing that came to mind. But thank Goodness its not. I dislike her fan community
